To imagine the life of Harry Potter as a martial arts adventure told by a lobotomized Woody Allen is to have some idea of the fate that lies in store for moviegoers lured to the mediocrity that is ''Kung Pow: Enter the Fist. Like some Frankenstein's monster of filmmaking, this scattershot stab at comedy has been stitched together by its star and director, Steve Oedekerk, mainly from an obscure karate film, ''Tiger and Crane Fists,'' with new dialogue and sound dubbed over the original. The idea is one used to better effect by Mr. Allen in ''What's Up, Tiger Lily''when he took over a low-grade Japanese spy movie and redubbed it to let the fate of the world hang on possession of an egg salad recipe.

Kung Pow! Savage Killersalong with new footage shot by Oedekerk, to create an original, unrelated plot. The movie focuses on a character simply named The Chosen One, who is wandering from town to town searching for the man who killed his family on the night he was born, under orders from the mysterious Evil Council. His talents for the martial arts were already honed at his infancy, and only vastly improved over time, giving him capability for legendary fighting abilities.
